Barbour County 2004 EQIP Program


Executive Summary

The Natural Resources Conservation Service (NRCS) in Barbour County, Alabama, will hold a sign-up for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal Year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program. Applications may be made at the NRCS or Farm Service Agency (FSA) office Monday through Friday from 7:30 a.m. to 4:00 p.m. Both offices are located at the USDA Service Center building behind the Courthouse in Clayton.

The USDA County Work Group has identified the resource concerns in Barbour County as:

  1. Grazing Lands
  2. Soil Erosion/Soil Quality
  3. Water Quality/Animal Waste
  4. Water Conservation
  5. At-risk Species Habitat

All applications will be ranked using the State EQIP Ranking Tool and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points until all funds are obligated. All completed applications will be “batched,” ranked and prioritized. The first batching period for ranking and prioritizing applications will be April 30, 2004. Additional “batching” periods will occur every 30 days thereafter (if additional funds become available) to rank and prioritize any new or unfunded applications.

Cost-share rates of practices will be set at no more than 50 percent. Eligible practices and restrictions are the same as those adopted Statewide.
