Blount County 2004 EQIP Program


Executive Summary

The Natural Resources Conservation Service of USDA in Blount County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program.

Applications may be made at the NRCS or FSA office of the Blount County USDA Service Center located at 415 5th Avenue East, Oneonta, AL 35121, Monday through Friday from 7:30 a.m. until 4:00 p.m. The NRCS telephone number is (205) 274-2363, Extension 3 and the FSA phone number is (205) 274-2361 or 2362, Extension 2. The USDA work group has prioritized the resource concerns in Blount County as:

  1. Water Quality/Animal Waste
  2. Animals/Grazing Systems
  3. Soil Quality/Erosion on Cropland

Approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. The first batching period for ranking and prioritizing applications will be within 90 days following receipt of funding in the county and additional batching periods will be every 90 days thereafter (if additional funds become available).

In case 2 or more applications have the same number of environmental points after the ranking process, a coin toss at the work group meeting will be used to break the tie.

Eligible Practices and cost-share rates approved by the Blount County USDA workgroup are those approved by the state conservationist (below). Planned conservation practices used to address the priority resource concerns will come from this list.  

Note: Manure Transfer was limited to 100 acres and Residue Management to 125 acres.
