Cullman County 2004 EQIP Program

Executive Summary

The Natural Resources Conservation Service of USDA in Cullman County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program. Applications may be made at the Cullman County USDA Service Center located at 205 4th Ave. NE, Cullman, Alabama 35055 Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is (256) 734-6471 ext. 3 and the office fax number is (256)734-1431. The local contact person is the District Conservationist.

The USDA work group has prioritized the resource concerns in Cullman County as:

  1. Grazing Lands
  2. Water Quality (Animal Waste)
  3. Erosion/Soil Quality
  4. Water Conservation
  5. At Risk Species Habitat

Cullman County will follow the EQIP Practices and Cost-Share Rates list (below) as approved by the State Conservationist and concurred in by the State Technical Committee for planned conservation practices used to address the priority resource concerns. The exception to this will be that the following management practices will not have “incentive payments” approved in Cullman County: (328) Conservation Crop Rotation, (330) Contour Farming, (590) Nutrient Management, (595) Pest Management; (528A) Prescribed Grazing, and (344) Residue Management, Seasonal.

Approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. In case two or more applications receive an equal number of environmental points, the application(s) will be approved on the basis of earliest chronological date that the application(s) was filed. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be ranked in “batches”. The first batching period for ranking and application prioritization will be 30 days following receipt of funding in the county. Additional batching periods will be every 30 days thereafter, if subsequent allocations are received.
