Franklin County 2004 EQIP Program
Executive Summary
The Natural Resources Conservation Service of USDA in
Franklin County, Alabama, will hold a signup for the Environmental Quality
Incentives Program (EQIP) for the 2004 Fiscal year. This signup will be held on
a continuous basis. Any eligible landuser who has a resource concern or problem
on pastureland, cropland, or hayland may apply for assistance through this
program. Applications may be made at the NRCS office of the Franklin County USDA
Service Center located at 13150 Highway 43 Suite 7A, Monday through Friday from
7:30 a.m. until 4:00 p.m. The telephone number is (256) 332-0274 and the office

District Conservationist.
The USDA work group has prioritized the resource concerns in Franklin County
as:
- Water Quality/ Animal Waste/Animals/Grazing Systems
- Soil Erosion
- Water Conservation
- At Risk Species Habitat
Approvals will be given to those applications that will
provide the greatest environmental benefits, i.e. those receiving the most
environmental points. Contracts will be developed for approved applications in
order of descending environmental points, until all funds are obligated.
Applications will be “batched” and ranked. The first
batching period will end April 16, 2004, for ranking and prioritizing
applications and additional batching periods will be every 30 days thereafter.
The date on which the application was taken will be used to break ties between
applicants with the same number of environmental points. If ties between
applicants still exist, random drawing will make the selection.
Eligible Practices and cost-share rates approved by the Franklin County USDA
workgroup is available below. Planned conservation practices used to address the
priority resource concerns will come from this list.
