Lawrence County 2004 EQIP Program

Executive Summary

The Natural Resources Conservation Service (NRCS) of USDA in Lawrence County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal Year. This signup will be held on a continuous basis. Any eligible land user who has a resource concern or problem on pastureland, cropland, animal waste, or hay land may apply for assistance through this program. Applications may be made at the NRCS or FSA office of the Lawrence County USDA Service Center located at 13075 AL Hwy 157, Suite 4, Moulton, AL, 35650 Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is (256) 974-1176, Ext. 3 and the office fax number is (256)974-2505. The local contact person is Billy Frost, District Conservationist.

The USDA work group has prioritized the resource concerns in Lawrence County as:

  1. Grazing Lands
  2. Water Quality (Animal Waste) - Erosion/Soil Quality
  3. At Risk Species Habitat and Water Conservation

Approvals will be given to those applications that will provide the greatest environmental benefits, those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be “batched” and ranked two times per year. The first batching of ranking and prioritizing applications will have a cut-off date of April 16, 2004. Next ranking period will be 60 days thereafter. Any applications filed later than this date will be considered in the next pool of funding (if additional funds become available). The applicant’s last name will be selected alphabetically, in ascending order, to break a tie of environmental points between applications.

Eligible Practices and cost-share rates approved by the Lawrence County USDA work group are the same as those approved by the State Conservationist and the State Technical Committee (below). Planned conservation practices used to address the priority resource concerns will come from this list.

Applications may also be taken on-line at: http://www.sc.egov.usda.gov. Additional information is available at: http://www.nrcs.usda.gov/programs/eqip/.
