Pike County 2004 EQIP Program

Executive Summary

The Natural Resources Conservation Service of USDA in Pike County, Alabama will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal Year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program. Applications may be made at the NRCS office of the Pike County USDA Service Center located at 22 Henderson Highway, Troy, Alabama, Monday through Friday from 7:30 a.m. until 12 noon and 1:00 – 4:00 p.m. The Farm Service Agency may also accept applications. The USDA work group has prioritized the resource concerns in Pike County as follows. All concerns have equal priority. Funds will be allocated according to the following percentages initially.

  1. Water Quality/Animal Waste – 40%

  2. Surface Water Quality and Erosion/Sedimentation – 40%

  3. Water Quality/Grazing Lands – 20%

Applications will be grouped according to the identified priority concerns. Outreach efforts will seek those who have not been traditionally served by cost-share or have had minimal participation. Multiple resource concerns will receive high considerations.

All applications will be scored by the state ranking criteria, which will result in an environmental point score. Approvals will be given to the applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be “batched” and ranked. The first batching period for ranking and prioritizing applications will be April 15, 2004, and additional batching periods will be every 30 days (or increments of time) thereafter, dependent upon availability of funds.

County eligible practices and cost-share rates are below. Planned conservation practices used to address the priority resource concerns will come from this list. Non-cost-shared land management practices may also be included in approved conservation plans.

Cost-Share Rate

  1. Cost-share rates for practices will be set at no more than 50 percent.

  2. Limited resource producers and ranchers may be eligible for up to 90 percent cost-share.
