Russell County 2004 EQIP Program


Executive Summary

The Natural Resources Conservation Service of USDA in Russell County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal Year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program. Applications may be made at the NRCS or FSA offices of the Russell County USDA Service Center located at 1001-B, 25th Avenue, Phenix City, Alabama, Monday through Friday from 8:00 a.m. until 4:30 p.m. The telephone number is (334) 297-6692, ext. 3 and the fax number is 334-291-1612.

The USDA work group has prioritized the resource concerns in Russell County as:

  1. Erosion/Soil Quality - High

  2. Grazing Land  - Medium

  3. Water Quality (Animal Waste) -  Low

  4. Water Conservation - Low

  5. At Risk Species Habitat - Low

Outreach efforts will seek those who have not been traditionally served by cost-share or have had minimal participation. Multiple resource concerns will receive high consideration.

All applications will be ranked using a state wide environmental benefits worksheet and approvals will be given to those applications that will provide the greatest environmental benefits, i. e., those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be “batched” and ranked as needed. The first batching for ranking and prioritizing applications will end on April 16th. If additional funds become available, additional batching periods will be conducted every 60 days (June 18th and August 20th).

In addition to the restrictions listed on the State-wide list (below), Residue Management (Conservation Tillage) will be limited to a maximum 100 acres per applicant.
