Talladega County 2004 EQIP
Program
Executive Summary
The Natural Resources Conservation Service (NRCS) of USDA in Talladega
County, Alabama, will hold a signup for the Environmental Quality Incentives
Program (EQIP) for the 2004 Fiscal year. This signup will be held on a
continuous basis. Any eligible landuser who has a resource concern or problem
related to grazing lands, soil erosion on cropland, water quality due to animal
wastes from poultry and livestock operations, habitat improvement for threatened
and endangered wildlife species, or water conservation (improvement of
irrigation efficiency) may apply for assistance through this program.
Applications may be made at the NRCS or FSA office of the Talladega County
USDA Service Center located at The Federal Building (USPO), 127 East Street
North, Suite 205, P.O. Box 59, Talladega, Alabama 35161. Our office hours are
Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is

The Statewide Ranking Tool will be used to rank all applications. Eligible
practices are the same as the Statewide adopted practices. However, conservation
tillage (high residue use) will be limited to 60 acres/operator/year and litter
transport will be limited to 400 tons/operator/year.
The USDA work group has prioritized the resource concerns in Talladega County
as:
- Animals/Grazing Systems
- Soil Quality/Erosion on Cropland
- Water Quality/Animal Waste
- At Risk Species
- Water Conservation
All applications will be ranked using the Statewide Ranking Tool and
approvals will be given to those applications that will provide the greatest
environmental benefits, i.e. those receiving the most environmental points.
Contracts will be developed for approved applications in order of descending
environmental points, until all funds are obligated. Applications will be “batched”
and ranked. The first batching period for ranking and prioritizing is April 16,
2004. Any applications filed later than this date will be considered in the next
pool of funding (if additional funds become available).
