Clarke County 2006 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Clark County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2006 Fiscal year. Applications are being taken on a continuous basis.

The first evaluation period for ranking and prioritizing applications will be January 6, 2006, and additional batching periods will be scheduled as needed, if all monies are not obligated. If you have a resource concern or problem on pastureland, cropland, or hayland on your farm that you need assistance to solve, you should come by the NRCS office and fill out an application. Your practices cannot begin until you have been approved; otherwise it will become ineligible.

You can file an application at the NRCS field office in Jackson, Alabama, between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday. This office is located at 3100 HWY 43, Suite B, the telephone number is 251-246-0245, extension 3.

The overall objectives of the EQIP program is aimed at treating resource problems within Clarke County to improve conservation and sustain the resource base. This includes cropland, pastureland, forestland, and environmentally sensitive areas and habitat sites impacted for food and fiber production.

Resource concern water conservation will not be offered due to there not being any existing irrigation systems in Clarke County. The prioritized county concerns are:

1. Animals/Grazing Systems
2. Soil Quality/Erosion on Cropland
3. Water Quality/Animal Waste
4. Forest Health and Wildlife

Please refer to the NRCS state lists for practices and restrictions, and cost-share rates. Practices or applications that appear to be production in nature will be of least concern. Conservation and resource benefits will be first considered. All applications will be ranked and approvals based on an environmental ranking worksheet that will insure that the most environmental benefit is received for the dollars expended. Individuals with the highest point totals generated from this worksheet will be ranked higher in consideration to receive cost-share assistance than those individuals with lower points. In the case of a tie the application with the lowest cost estimate will be higher priority.
