The USDA-Natural Resources Conservation Service (NRCS) in Elmore County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2006 fiscal year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, or hayland may apply for assistance through this program.

Applications may be made at the NRCS office of the Elmore County USDA Service Center located at 105 Gossom Switch Road, Wetumpka, Alabama, Monday through Friday from 7:30 a.m. to 4:00 p.m. The telephone number is 334-567-2264, extension 3; the fax number is 334-567-2254. County contact is Pam Mason, District Conservationist.

The USDA work group has prioritized the resources concerns in Elmore County as:

1. Soil Quality/Erosion and Water Quality/Animal Waste
2. Animals/Grazing Systems (Grazing Lands)
3. Forest Health and Wildlife/Invasive Species
4. Water Conservation

All applications will be ranked using the Statewide EQIP Ranking Form and approvals will be given to those applications that will provide the greatest environmental benefits, i.e., those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be batched and ranked two times per year. The first batching date for ranking and prioritizing applications will be January 30, 2006. Additional batching periods will be conducted as needed, if additional funds become available.

Cost-share rates of structural practices will be set at no more than 60 percent. The eligible practices, cost-share rates, and restrictions on the state approved lists below have the concurrence of the Elmore County USDA workgroup.

Planned conservation practices used to address the priority resource concerns will come from the State list. Residue Management will be limited to 150 acres.
