Russell County 2005 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Russell County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2006 Fiscal Year. This signup will be held on a continuous basis.

Any eligible landuser who has a resource concern or problem on pastureland, cropland, hayland or forestland may apply for assistance through this program. Applications may be made at the NRCS office in the Russell County USDA Service Center located at 1001-B, 25th Avenue, Phenix City, Alabama, Monday through Friday from 8:00 a.m. until 4:30 p.m. The telephone number is 334-297-6692, extension 3, and the fax number is 334-291-1612.

The USDA work group has prioritized the resource concerns in Russell County in priority order:

  1. Erosion/Soil Quality
  2. Grazing Land   
  3. Forest Health and Wildlife
  4. Water Quality 
  5. Water Conservation

Concern Priority to be reflected in the EQIP Ranking Tool

Outreach efforts will seek those who have not been traditionally served by cost-share or have had minimal participation. Multiple resource concerns will receive high consideration.

All applications will be ranked using a state wide environmental benefits worksheet and approvals will be given to those applications that will provide the greatest environmental benefits, i. e., those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be “batched” and ranked as dictated by state batching dates.

Eligible practices and cost-share rates are the same as the NRCS state-wide adopted practices. In addition to the restrictions listed on the state-wide list (below), Residue Management (Conservation Tillage), Pasture/Hayland Planting, and tree planting will be limited to a maximum of 100 acres per tract.
