Bibb County 2007 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Bibb County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2007 Fiscal Year. This signup will be held on a continuous basis.

If you have a resource concern or problem on grazing land/grassland, cropland, hay land, wildlife land or forest land on your farm that you need assistance to solve, we may be able to provide both financial and technical assistance to you.

Applicants will complete the CCC-1200 application form and appendix and submit in person, by phone, e-mail, fax, or letter to the NRCS or the Bibb County Soil and Water Conservation District (SWCD) office. You may submit the application between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday at the NRCS office which is located at the USDA Service Center at 3831 Palisades Drive, Tuscaloosa, Alabama, off Skyland Boulevard. You may also submit your application at the SWCD office Monday through Thursday between 8:00 a.m. and 12:00 p.m.  The District Office is located at 157 SW Davidson Drive, Centreville, Alabama 35402.  The telephone number is 205-926-4360 and the fax number is 205-926-4384.

The applicant’s signature and date are required on the form CCC-1200 and appendix. The signature may be obtained either at the time the application is submitted or subsequently by NRCS or by facsimile. The first batching period for applications will be November 17, 2006, with additional batching scheduled as needed to obligate the funds.

The resource concerns that are being addressed have been prioritized as follows:

  1. Grazing Land
  2. Forest Health and Wildlife
  3. Erosion on Cropland/Soil Quality
  4. Water Quality/Animal Waste

All applications will be ranked and approvals based on an environmental ranking worksheet that will insure that the most environmental benefit is received for the dollars expended. Individuals with the highest point totals generated from this worksheet will be ranked higher in consideration to receive cost-share assistance than those individuals with lower points.

In case of a tie between two resource concerns the listing above will be used to determine funding with Erosion on Cropland receiving higher consideration than Water Quality, etc.  In case of a tie within the same resource concern the application with the lowest cost for the benefit obtained will be funded first and if the benefit obtained is equal then the individual that has not participated in the program will be funded first. If both have participated then the one that has not participated most recently will be funded.

The Alabama NRCS state list of eligible practices will be used with a limitation of 150 acres per farmer approved for residue management (conservation tillage) and tree planting. All cost-share percentages will be the same as the state cost list. All applications will be ranked using the County ranking sheet which consists of the State ranking sheet and the local questions developed and approved by the local work group.
