Clay County 2007 EQIP Program

Executive Summary

The Natural Resources Conservation Service of USDA in Clay County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2007 Fiscal Year. This signup will be held on a continuous basis.

Any eligible landuser who has a resource concern or problem on pastureland, cropland, forestland/wildlife land, or hayland may apply for assistance through this program.

Applications may be made at the NRCS office of the Clay/Randolph County USDA Service Center located at 794 West Broad Street, Suite 3, Wedowee, Alabama. The office hours are Monday through Friday from 7:30 a.m. to 4:00 p.m. The telephone number is 256-357-4561 extension 3, and the fax number is 256-357-4017 or at the Clay County Soil and Water Conservation District office located on County Road 31 in Ashland. The USDA Work Group has identified the resource concerns in Clay County as:

  1. Grazing Lands
  2. Forest Health and Wildlife
  3. Water Quality/Animal Waste
  4. Erosion/Soil Quality/Cropland

All applications will be ranked using the EQIP Ranking Tool, and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points.

Contracts will be developed for approved applications in order of descending environmental points until all funds are obligated. Applications for the state wide and local concerns will be batched and ranked after November 17th. Any applications filed later than these dates will be considered in the next pool of funding (if additional funds become available). All program funds will be obligated by May 11, 2007.

Approved practices in Clay County are the same as those on the Alabama NRCS state list. Restrictions and cost-share rates are the same as those on the NRCS state list. Forestry related practices will be planned for the Fall/Winter 2007 planting season. No practice is to be installed prior to the date of a signed contract. NRCS Field Office Staff must be notified prior to installing any practice under contract to allow sufficient design criteria to be developed.
