DeKalb County 2007 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in DeKalb County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2007 Fiscal Year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, cropland, hayland, forestland, or wildlife land may apply for assistance through this program.

Applications may be made at the NRCS office of the DeKalb County USDA Service Center located at 200 Main Street West, Suite 105, Rainsville, Alabama, Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is 256-638-6398 or 256-638-8873 and the office fax number is 256-638-6955. The local contact person is Jerry Wisener, District Conservationist.

The USDA work group has prioritized the resource concerns in DeKalb County as:

  1. Grazing Lands
  2. Water Quality (Animal Waste)
  3. Soil Quality/Erosion
  4. Forest Health and Wildlife

All applications will be ranked using state wide and local ranking criteria and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. The first batching period for ranking and prioritizing applications will be November 17, 2006. Any applications received after this date will be considered in the next pool of funding, if funds become available. Applications that end in a tie for environmental points will have names placed in a box and a random drawing held to break the tie.

DeKalb County will use the NRCS State Practices and Restrictions and State Cost-share Rates lists. Planned conservation practices used to address the priority resource concerns will come from this list. Residue Management, No-Till, Pasture Planting/Renovation, and Tree planting will be limited to a maximum of 100 acres.
