All applications will be ranked using an environmental benefits worksheet and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. If ranking points prove to be equal on one or more applications, there will be a drawing at a Soil and Water Conservation District (SWCD) meeting as a tie breaker. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. The first batching period for ranking and prioritizing applications will end November 17, 2006. Any applications filed later than this date will be considered in the next pool of funding, if additional funds become available. Pasture planting will be limited to a maximum of 100 acres per applicant. Tree planting will be limited to 50 acres or less per applicant. Eligible practices and restrictions will be the same as the statewide list. Planned conservation practices used to address the priority resource concerns will come from this list.
