Alabama NRCS Announces Special Poultry Litter Distribution Project
The
Alabama Litter Distribution Project, a special project for Alabama designated by
the NRCS State Conservationist, is now funded by 2007
Environmental
Quality Incentive Program (EQIP)
funds at the state level. The objective of this project is to create an
incentive to distribute litter to areas of the state that has historically not
used litter and to move litter from areas of high concentration to low
concentration areas. This will reduce litter application in areas where it has
traditionally been over applied.
This project is intended to fund incentive payments for three
years for the hauling of poultry litter. This project is to cover the costs of
hauling the litter only, not the cost of purchasing, loading, or storing the
litter. Payments are based on the tons of litter hauled and the mileage between
the litter source and the receiving farm. Payment will be made only for hauling
litter for the purpose of land application at agronomic rates on land which has
not received litter in the previous three years. Land application according to a
phosphorus index and a nutrient budget is considered an agronomic rate for the
purpose of this project.
Land physically located in the following counties are ineligible
for this project because they are considered high concentration areas. These
counties are Cullman, DeKalb, Marshall, Blount, Coffee, Franklin, Crenshaw,
Lawrence, Morgan, Jackson, Winston, Pike, and Geneva. Owners and operators of
poultry operations are ineligible for this project.
The mileage on the County Mileage Limits map is the maximum
mileage rate for each county. Each county will qualify for a mileage range from
the maximum rate of 150 miles to the minimum range of 50 miles.
The recipient of the litter may be paid the cost list rate per
ton at the application mileage range rate not to exceed the maximum mileage rate
shown for the county of the receiving farm location. Litter may be hauled from a
farther distance, but payment will be limited to the maximum mileage range
indicated by the maximum mileage rate on the map.
