Lowndes County 2008 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Lowndes County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal Year. This signup will be held on a continuous basis.

If you have a resource concern or problem on pastureland, cropland, or hayland on your farm that you need assistance to solve, you should come by the NRCS Office and fill out an application.

You can file an application in Hayneville at the NRCS office between 8:00 a.m. and 4:00 p.m., Monday through Friday. The office is located at 15 North Washington St., phone number is 334-548-2767.  Contact District Conservationist Pete Wheeler.

The first batching period will end on October 26, 2007. All applications received on or before this date will then be ranked using the NRCS state approved ranking sheets. If monies are not obligated with the first ranking, then subsequent rankings will be held as needed.

Local concerns that have been prioritized are:

  1. Grazing Lands
  2. Soil Quality/Erosion on Cropland
  3. Water Quality/Animal Waste
  4. Forest Health and Wildlife

All applications will be ranked and approvals based on an environmental ranking worksheet that will insure that the most environmental benefit is received for the dollars expended. Individuals with the highest point totals generated from this worksheet will be ranked higher in consideration to receive program payments than those individuals with lower points. In the case of a tie between applications, the application with the lowest cost for benefits obtained will be considered for program payments.

All conservation practices in the Alabama NRCS state list will be available for use in solving the conservation needs in Lowndes County. The following limits will be in effect:

  • Conservation Practice 329-Residue Management – 100 acres
  • Forest Management Practices – 100 acres
  • Tree Planting – 100 acres
  • Poultry Litter Hauling – 250 tons
  • Fencing – limited to interior cross fencing with the exception of adding a crop field to an existing grazing operation
  • Pest Management- very low and low intensity – 200 acres
  • Pest Management – medium, high, and very high intensity – 40 acres
  • Restoration and Management of Rare and Declining Species (643) – 100 acres
  • Upland Wildlife Habitat Management (645) – 100 acres
  • Early Successional Habitat Management (647) – 100 acres

Program payment rates and limits on all other practices will be the same as listed in the Alabama NRCS state approved EQIP Practice and Payment Schedule. The state approved ranking sheet for the above listed resource concerns will be used in ranking the applications.

Special Provision: Limited Resource Farmers are required to self-certify that they meet the requirements to qualify as a Limited Resource Farmer and a percentage of these applicants will be subject to NRCS State Office spot check.
