Shelby County 2008 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Shelby County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal year. This signup will be held on a continuous basis.

Any eligible land user who has a resource concern or problem on pastureland, cropland, hay land, forestland and/or wildlife land may apply for assistance through this program.

The EQIP Workgroup met on 9/6/2007 at 9:00 am in the conference room of the John E Jones Building in Columbiana, AL. Present were: Arthur Agee, District Supervisor; Bill Browning, CED for Shelby and Talladega Counties FSA; Brad Lang, AFC; Kim Joiner, DAC for Shelby County Soil and Water Conservation District; and Thomas P McDaniel, DC for Shelby County.

Applications may be made at the NRCS office of the Shelby County Agriculture Center located at 54 Kelley Lane, Columbiana, Alabama 35051 Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is 205-669-5121 and the fax number is 205-669-2390.  Contact is District Conservationist Thomas P. The USDA work group has prioritized the resource concerns in Shelby County as:

  1. Forest Health and Wildlife
  2. Grazing Land
  3. Soil Quality/Erosion
  4. Water Quality

All applications will be ranked using an environmental benefits work sheet and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points until all funds are obligated.

Applications will be batched and ranked during the year. The first batching period for ranking and prioritizing applications will be Octeber 26, 2007. Any applications filed later than this date will be considered in the next pool of funding (if funds are available or additional funds become available).

All conservation practices and cost-share rates will be the same as in the Alabama NRCS state approved EQIP Practice and Payment Schedule.  Limited resource farmers will be paid at an increased payment rate.

In case of a tie or ties bonus points will be awarded for:

  1. 303d streams
  2. Watershed Assessment
