Ala-Tom RC&D CouncilThe ALA-TOM RC&D Council serves nine southwest Alabama counties, and a large portion of what is known as the "Black Belt." The counties are: Choctaw, Clarke, Conecuh, Dallas, Marengo, Monroe, Perry, Washington, and Wilcox. The Council provides both technical and financial assistance to units of government, organizations, and individuals wanting to protect and develop the area. Because of the area's chronic unemployment and depressed growth, projects that promote economic development are given the highest priority. Major efforts are underway to revitalize small farms using new or alternative livestock and crops, and developing new marketing methods. The Council has a strong urban forestry program and employs an urban forester to work with 13 municipalities in the program. Promoting environmental education through outdoor classrooms is a major emphasis. Helping rural communities develop recreation parks and community centers continues to be a much requested service. The Council also assists in providing contractual assistance in outreach to underserved people and communities in Alabama.
