Minutes from Alabama Civil Rights Advisory Committee Meeting

Bay Minette, Alabama
October 22, 2004

The Civil Rights Advisory Committee held a meeting on October 22, 2004, at 10 a.m. in Bay Minette, Alabama. This was a special meeting that was followed by a dinner hosted by the Hispanic Special Emphasis Program Manager Carolyn King and the Bay Minette field office personnel to honor National Hispanic Heritage Month. Hispanic finger foods and a meal were prepared by the field office and other west team members.

Members present: April Jones, Chairperson (rolling off); Terry Williamson, Vice Chair; Bob Jones, State Conservationist; Clark Painter, APAPM; Carolyn King, HEPM, Jimmy Chaffin, State Conservationist Advisor; Tanga Skinner, Member; David Elliott, AIPM; Fay Garner, DEPM; Joyce Nicholas, Member; and Jason Gardner, Member. Guest - Alice Love, Farm Bill Specialist.

Members absent: Tim Williams, Member; Linda McGraw, FWPM; Travis Burns, Member; Johnny Trayvick, BSEPM; Sarah Walker, Member; and Andrew Williams, Advisor.

Old Business

  • The nomination of new committee member for North team. Names have been given to STC Bob Jones for selection. American Indian and Black Special Emphasis Program managers will remain in office for another term, pending STC approval.
  • New officers of committee – Terry Williamson became Chair, Joyce Nicholas was selected Vice Chair and Tanga Skinner was selected recorder.
  • Terms of office for the North and East teams will be switched.
  • The 2004 Plan of Work was discussed.
  • The 2005 Plan of Work was discussed.
  • By-laws – Amendments or changes, as needed.

New Business

  • Suggestion was made and passed to put CRAC meeting dates on calendar and outline of meeting on web.
  • Awards Program – discussed timeliness of actions taken, recommendations of award amounts, and notification to employees. A sub-committee was assigned to make recommendations.
  • Civil Rights Review for State – Verification of actions must be submitted to review team.
  • Summer Intern Program – the success of the summer training was discussed
  • Cultural Diversity Event – same sub-committees retained. Will reschedule.

Additional Business:

  • American Indian Southeast Initiative Program - expect event to be rescheduled
  • Appointment to National Civil Rights Committee – Alice Love
  • Parity reports - Not available at this time
  • Alice Love represented Outreach Liaison Andrew Williams to request assistance of committee to outreach groups.
  • Continue to monitor program delivery, hiring, and training of the agency.

Next meeting is scheduled for January 12, 2005, in Clanton at the Alabama Power Building.
