Minutes from Alabama Civil Rights Advisory Committee Meeting

October 31, 2006
Auburn NRCS State Office.
 

The new members on the Committee are:

  • Kathy Gotcher, District Conservationist, Colbert County, Committee Member (North)
  • Evelyn Bostick, Human Resources Assistant, Auburn, AL, Hispanic Special Emphasis Program Manager
  • April Hill, District Conservationist, Fayette County, Committee Member (Central)
  • Randy Hale, District Conservationist, Pike County, Committee Member (East)
  • Winford Andrews, District Conservationist, Greene County, Committee Member (West)
  • Tim Albritton, State Staff Forester, Auburn, AL, Committee Member (SO)

Committee members who have completed tenure on the Committee:

  • Carolyn King, Hispanic Special Emphasis Program Manager
  • Joyce Nicholas, Committee Chair and West Team Representative
  • Travis Burns, State Office Representative
  • Jason Gardner, East Team Representative

Committee Business:

  • Mr. Kobylski recognized the members rolling off the Committee and presented them with a jacket and plaque.
  • Mr. Elliott handed out the draft 2007 Civil Rights Advisory Committee Plan of Work for comment at the next meeting in January.
  • Mr. Elliott handed out the draft 2007 Special Emphasis Program Managers Plan of Work for comment at the next meeting.
  • Mr. Kobylski stated he does not know when the State will get a budget. He suggested the Committee identify activities for the year and present them to the Leadership Team to determine the cost of the activities.
  • Sue Daniel suggested all new members attend the “Roles and Responsibilities of EEO Advisory Committee” training before they begin their tenure on the Committee and SEPM’s need to attend “Managing a Special Emphasis Program”” training before beginning their position on the Committee. The two training sessions are offered at the USDA Graduate School in Atlanta, Georgia, in August 27-28, 2007, and August 29-31, 2007, respectively.  Mr. Kobylski indicated new members will all receive the proper training within their first year on the Committee.
  • Mr. Kobylski selected new officers: Chair, Christopher Ford; Vice-Chair, Charlie Ramsey; Recorder, Evelyn Bostick.
  • Mr. Elliott reminded Committee members to encourage individuals to use the suggestion form to list their concerns.
  • It was suggested the Committee have new members selected by April 2007 for submission to State Conservationist for approval by July or August 2007.
  • Mrs. Alice Love reported possible positions coming open on the National Civil Rights Advisory Committee:
    • American Indian/Alaska Native Emphasis Program Manager
    • Disability Emphasis Program Manager
    • White Male
    • White Female
    • Hispanic Emphasis Program Manager
    • Black Male
  • The new National Civil Rights Committee Chair is Joyce Swartzendruber, State Conservationist in Maine.

The next meeting will be held January 18, 2006, at the Auburn NRCS State Office.
