Subject:   FNM – Time Charges

Purpose:  To notify employees of of Time Charges.

Expiration Date:  September 30, 2007

We have reviewed the time charges for Alabama through January 31, 2007. Our review and analysis indicate the need for immediately implementing the following actions by ASTC’s for Field Operations to ensure that all offices comply with this notice.

  1. Limit CO-O1 charges to a minimum until the current Continuing Resolution period expires February 20, 2007.
  2. Continue to service and charge EWP to the maximum extent. It is essential that all possible EWP funds be earned this fiscal year.
  3. Immediately shift time charges to program funds such as CRP or EQIP where charging to EWP is not possible.
  4. Monitor the use of RC&D-11 to ensure that we do not exceed the allowable limit between now and February 20, 2007.

There are indications that NRCS will operate under Continuing Resolution for the remainder of the fiscal year. It is imperative that we operate in a very conservative mode to stay within the allowances for Alabama for the remainder of the year. We will keep you advised as to our budget status as information becomes available or if changes need to be made.
