Subject: LTP - Fiscal Year 2007 Environmental
Quality Program (EQIP) Limited Resource Farmer Spot Checks
Purpose: To provide guidance for conducting spot
checks for EQIP.
Expiration Date: September 30, 2007.
A random five percent spot check of EQIP Limited Resource Farmers’ applications
will be conducted this year. Applicants and field offices selected for this
year’s spot checks are as follows:
West Team:
- Green County - John Boyd – Contract #744101070QT
- Green County - Eddie Cross – Contract #744101070FE
- Marengo County - Nicholas White – Contract #744101072NR
- Marengo County - Louise Martin – Contract #74410107261
- Washington County - Curtis W. Kirkland – Contract #7441010722X
Central Team:
- Walker County – Kenneth Feenstra – Contract #7441070H3
To be eligible to receive cost-share as a Limited Resource Farmer, these
persons must submit data to complete their spot check. Each participant is
requested to provide the Natural Resources Conservation Service with the past
two years of IRS records and any other information to verify meeting the Limited
Resource Farmer criteria as outlined in the Farm Bill.
This information will verify Gross Farm Sales (IRS Form 1040; Schedule F, Farm
Income Section) and total household income which is defined as Adjusted Gross
Income (AGI) on IRS Form 1040.
Exceptions: In lieu of IRS Form 1040, the Gross Income and Adjusted Gross Income
can be verified by a certified public accountant, registered accountant or an
attorney of the participant’s choice.
District Conservationists responsible for the above contracts are to notify the
selected participants that data is required to be in their office no later than
March 6, 2007.
After the necessary documents for the spot checks have been delivered to the
Service Center, the District Conservationist is to notify Alice Love, Soil
Conservationist, to verify data via email (alice.love@al.usda.gov) or phone
(334) 887-4550 no later than March 12, 2007. Any questions in relation to this
process will be directed to Alice Love, Soil Conservationist at (334) 887-4550.
