Subject:  LTP – Recovery of Costs for Conservation Program Contracts (CPC’s).

Purpose:  To transmit procedures for Recovery of Costs for Cancellation and Termination of Conservation Program Contracts (CPC’s) in Alabama.

Expiration Date:  September 30, 2007.

Alabama is refining its state policy on recovery of costs and/or refunds that apply to conservation program contracts. This policy applies to Environmental Quality Incentives Program (EQIP), Wildlife Habitat Incentives Program (WHIP), and Conservation Security Program (CSP) contracts. Three guidance documents are attached:

  1. Outline of Appendixes and their dates of application
  2. Definition document
  3. " "Matrix to provide specific details for Recovery of Costs procedure.

For all future EQIP contracts, NRCS employees are to highlight TERMINATION OF CONTRACT (10A) AND RECOVERY OF COSTS (11A), in the CCC -1202 Appendix and have the participant read and initial these paragraphs before signing the CCC-1202 contract and appendix. This is to ensure the participant fully understands his or her financial commitment on EQIP contract.

These documents do not have an expiration date and should be monitored indefinitely. If you need additional information, contact Steve Musser, Assistant State Conservationist for Programs.
