Subject: SPA - Fiscal Year (FY) 2006 Performance

Purpose: To transmit FY-06 accomplishments.

Expiration Date: December 31, 2006.

It has truly been a record-breaking year for NRCS in Alabama. I believe our most important asset is the hard working, dedicated people who comprise the Alabama Partnership. As partners, we all have different roles and talents we bring to the team. Your dedication and commitment to Alabama land users is unsurpassed.

Over the past three years, NRCS has taken over administration and payment responsibilities for EQIP and WHIP, implemented ProTracts and a new Toolkits/ArcGIS program. In 2006, together we exceeded our performance goals in all field level measures and obligated over $52.6 million. This includes over $37 million in EWP funds in the southern part of the state and $1.9 million for the Conservation Security Program (CSP) in the northern part of the state.

In addition to carrying on normal services to local soil and water conservation districts, you implemented the new national ranking tool, completed over 2,400 EQIP, WHIP, CSP, and CCRP contracts, developed 2,973 conservation plans on 466,160 acres, implemented practices on over 296,474 acres of cropland, pasture, hay, forest and wildlife land, and assisted over 23,000 people in the state with such things as Farm City Week Activities, Water Festivals, etc. This year Technical Service Providers and Earth Team Volunteers have collectively contributed over 82,292 hours of service.

Your tireless efforts to help landowners achieve positive benefits on the landscape today will contribute toward preserving our natural resources for future generations.
