Subject:  CPA Technical Service Provider (TSP) Initiative

Purpose:   To transmit information on Technical Service Provider Initiative.

Expiration Date: December 31, 2007.

NRCS has entered into TSP Agreements with four state agencies. Highlights of the agreements are as follows:

  1. Alabama State Soil and Water Conservation Committee (SWCC), effective September 30, 2007 - $366,400.

    This is a continuation of last year’s agreement with a notable change.

    Significant Change to SWCC Agreement:

    "SWCC, through the District Staff, will provide technical assistance on Farm Bill contracts assigned by the NRCS designated conservationist in local NRCS offices. SWCC will dedicate a minimum of seventy-five percent (75%) of the funds under this agreement for district technicians to provide technical assistance to landowners/operators."
     
  2. Alabama Department of Conservation and Natural Resources (ADCNR) - $160,000.

    This is a continuation of last year’s agreement effective September 30, 2007.

    "ADCNR will provide 4 wildlife biologists to deliver wildlife programs that are a part of the 2002 Farm Bill." The ADCNR biologists will assist in locating and evaluating WRP sites.
     
  3. Alabama Department of Agriculture and Industries (ADA&I) - $10,000.

    This is a continuation of last year’s agreement effective September 30, 2007.

    ADA&I will provide partial reimbursement to operators for the cost of annual CAFO inspections performed by qualified credentialed professionals.
     
  4. Alabama Forestry Commission (AFC) - $60,000. 

    This is a new agreement effective September 5, 2007.

    AFC will provide planning/technical assistance to landowners under the EQIP Forest Health Initiative and conduct a minimum of 4 certified burn manager workshops (1 per AFC region).
