Subject:  PGM - EQIP and WHIP Payment Process.

Purpose:   To help alleviate the problem of program payments being made to improper bank accounts.

Expiration Date:  September 30, 2008

The number of rejected program payments in EQIP and WHIP has increased significantly since the beginning of the year. Effective May 1, 2008, NRCS will require that an SF-1199-A (direct deposit form) be submitted as part of the program payment process for payments submitted through ProTracts. A photocopy of the SF-1199-A must be presented to the Program Participant for them to review, sign, and date verifying the banking information is correct. The District Conservationist may choose to have the participant complete a new SF-1199-A. The SF-1199-A will be submitted to the Financial Management section along with the 1200 or 1202 and the 1245.

A payment will not be processed unless the SF-1199-A is received and has the properly documented signature.
