Executive Summary

The Environmental Quality Incentive Program (EQIP) is designed to provide technical and financial assistance to correct or improve resource concerns or problems on cropland, pastureland, hay land, and woodland. The EQIP sign-up for 2004 is open and sign-up is continuous.

Applications for EQIP in Baldwin County may be made at the Natural Resources Conservation Service (NRCS) office or the Farm Service Agency (FSA) office between the hours of 7:30 a.m. and 4:00 p.m. Monday thru Friday. The offices are located at 1504-C Highway 31 South in the USDA Service Center, Bay Minette, Alabama. The NRCS office telephone number is (251) 937-3297 ext.3. The FSA office telephone number is (251) 937-3297 ext.2.

The first batching period for ranking and prioritizing applications will be on April 16th at 4:00 p.m. If you file an application later than the deadline for the first funding pool consideration, your application will be considered in the next pool of funding if additional funding is available at a later date.

The local concerns that have been prioritized are:

Grazing Lands (a minimum of $80,000 of allocation)*
Erosion/Soil Quality (a minimum of $120,000 of allocation)*
Water Quality (a minimum of $10,000 of allocation)*
At Risk Species (a minimum of $5,760 of allocation)*

All applications will be ranked and approvals based on an environmental ranking worksheet that will insure that the most environmental benefits are received for the dollars expended. Individuals with the highest point totals generated from this worksheet will be ranked higher in consideration to receive cost share assistance than those individuals with lower points. Applicants will declare which concern he is applying for, with funding to be drawn from that concern.

*After funding highest ranking applicants and money still remaining in a concern, monies from all concerns will be pooled and next applicant with the highest point total from ranking sheet will be funded (concern not considered).

Limited Resource Farmers may be eligible to receive up to 90 per cent cost-share.

Cost-share for Residue Management (conservation tillage) will be limited to 100 acres per applicant per year.
