Morgan County 2004 EQIP Program


Executive Summary

The Natural Resources Conservation Service of USDA in Morgan County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2004 Fiscal year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, hayland, cropland, forestland, or wildlife land may apply for assistance through this program. Applications may be made at the NRCS and FSA Offices of the Morgan County USDA Service Center located at 3120 AL Hwy 36, W, Suite A, Monday through Friday from 7:30 a.m. until 4:00 p.m. The telephone number is (256) 773-6541 and the office fax number is (256) 921-2008. Local contact persons are Foy Kirkland, District Conservationist; John Lyle, Soil Conservationist; Fred Evans, Soil Conservation Technician; Ann Smith, District Administrative Coordinator; Brad Bole, Flint Creek Watershed Project Leader, Jay Grantland, Cotaco Clean and Green Project Leader, and Susan Terry, County Executive Director.

The USDA Work Group has identified the following resource concerns in Morgan County, all are priority ranking weight one:

  1. Grazing Lands 
  2. Water Conservation 
  3. At Risk Species 
  4. Erosion/Soil Quality 
  5. Water Quality (Animal Waste) 

Approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated.

If two or more applicants tie with environmental points, the contracts will be approved according to the following tiebreaker rules: 

  1. Applicant with the highest last digit in their “home place” farm number 
  2. Applicant with the lowest “home place” tract number.

When available funds for resource concerns will not full fund the next applicant, the funds will be returned to the State Pool.

The first batching period for ranking and prioritizing applications will be April 16, 2004. Additional batching periods will be every 30 days (or similar increments of time) thereafter.

Cost-share and incentive payment rates will be the maximum approved by the State Conservationist (below). Eligible Practices will be the same as approved for the State. Planned conservation practices used to address the priority resource concerns will come from this list.
