Tuscaloosa County 2004 EQIP Program
Executive Summary
The local EQIP program signup for 2004 is open and signup is continuous. If
you have a resource concern or problem on grazing land/grassland, cropland, hay
land or wildlife land on your farm that you need assistance to solve, we may be
able to provide both financial and technical assistance to you. Applicants will
complete the CCC-1200 application form and appendix and submit in person, by
phone, e-mail, fax or letter to the Natural Resources Conservation Service
(NRCS), Farm Service Agency (FSA), or the Tuscaloosa County Soil and Water
Conservation District (SWCD). You may submit the application between the hours
of 8:00 a.m. and 4:00 p.m. Monday through Friday. The offices are located at the
USDA Service Center at 3831 Palisades Drive, Tuscaloosa, Alabama, off Skyland
Boulevard. The telephone number is (205) 553-1733 and fax number is (205)
553-1729.
The applicant’s signature and date are required on the form CCC-1200 and
appendix. The signature may be obtained either at the time the application is
submitted or subsequently by NRCS or by facsimile. The first batching period for
ranking and prioritizing applications will be April 19, 2004. There will be
another batching period May 17, 2004, if all funds were not obligated during the
first batching period.
The resource concerns that are being addressed have been prioritized as
follows:
- Grazing Land
- Erosion on Cropland/Soil Quality
- Water Quality/ Animal Waste
- Water Conservation
- At Risk Species/Threatened and Endangered
All applications will be ranked and approvals based on an environmental
ranking worksheet that will insure that the most environmental benefit is
received for the dollars expended. Individuals with the highest point totals
generated from this worksheet will be ranked higher in consideration to receive
cost share assistance than those individuals with lower points. In case of a tie
between two resource concerns the listing above will be used to determine
funding with Erosion on Cropland receiving higher consideration than Water
Quality, and so on. In case of a tie within the same resource concern the
application with the lowest cost for the benefit obtained will be funded first.
The State’s list of eligible practices will be used with a limitation of 150
acres per farmer approved for residue management (conservation tillage). All
cost-share will be based on 50 percent unless it is a practice that is set up
for an incentive payment. All applications will be ranked using the State wide
ranking sheet but Limited Resource Farmers will qualify for a higher percentage
on cost-shared practices.
