Barbour County 2008 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Barbour County, Alabama, will hold a sign-up for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal Year. This signup will be held on a continuous basis.

Any eligible landuser who has a resource concern or problem on pastureland, cropland, hayland or forestland may apply for assistance through this program. Applications may be made at the NRCS office Monday through Friday from 7:30 a.m. to 4:00 p.m. This office is located at the USDA Service Center building behind the Courthouse in Clayton at the following address:

The USDA work group has prioritized the resource concerns in Barbour County in priority order:

  1. Grazing Lands
  2. Soil Quality/Erosion
  3. Forest Health and Wildlife 
  4. Water Conservation
  5. Water Quality/Animal Waste

All applications will be ranked using a local and a Alabama NRCS state approved EQIP Ranking Tool and approvals will be given to those applications that will provide the greatest environmental benefits, i.e. those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points until all funds are obligated. All completed applications will be batched, ranked, and prioritized. The first batching period for ranking and prioritizing applications will be October 26, 2007. Subsequent batching dates may be announced as needed to rank and prioritize any new or unfunded applications.

All conservation practices and cost-share rates will be the same as in the Alabama NRCS state approved EQIP Practice and Payment Schedule with the exception of tree planting and forest site prep which are not eligible. Applicants that sign up for three practices or less will be given a priority of high. Limited resource farmers will be paid at an increased payment rate.  In addition to the state-wide restrictions, the following will be limited to the amount shown:

  • Critical Area Planting – 25 acres
  • Residue Management (Conservation Tillage) – 100 acres
  • Conservation Crop Rotation (sod based) – 100 acres
  • Pasture/Hayland Planting – 100 acres
  • Timber Stand Improvement – 100 acres
  • Irrigation Water Management – 50 acres
  • Prescribed Burning – 100 acres
  • Pest Management – 100 acres
  • Early Successional and Upland Wildlife Habitat Development/Management – 100 acres
  • Fencing (will be limited to 1 mile per contract).
  • Water Facilities (will be limited to one type per application (either well and troughs or ponds.)
