| Morgan County 2008 EQIP ProgramExecutive SummaryThe USDA-Natural Resources Conservation Service (NRCS) of Morgan County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal Year. This signup will be held on a continuous basis. Any eligible landuser who has a resource concern or problem on pastureland, hayland, cropland, forestland, or wildlife land may apply for assistance through this program. All applications will be ranked using the Listing of 2008 EQIP on Web Resource Concerns, Descriptions, and Points worksheet. Approvals will be given to those applications that will provide the greatest environmental benefits, i.e., those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. If two or more applicants tie with environmental points, the contracts will be approved according to the following tiebreaker rules: 1) Applicant with the highest last digit in their "home place" farm number, and 2) Applicant with the lowest "home place" tract number. When available funds for resource concerns will not fully fund the next applicant, the funds will be returned to the State Pool. The first batching period for ranking and prioritizing applications will be October 26, 2007. Subsequent batching dates will be announced as needed. The Alabama NRCS state approved EQIP Practice and Payment Schedule will be used for program rates, eligible practices and restrictions, with the exception that the practice Pasture and Hayland planting will be limited to 100 acres per applicant. Planned cost-shared conservation practices used to address the priority resource concerns will come from this list. Limited resource farmers will be funded at a higher rate.
