Russell County 2008 EQIP Program

Executive Summary

The USDA-Natural Resources Conservation Service (NRCS) in Russell County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal Year. This signup will be held on a continuous basis.

Any eligible landuser who has a resource concern or problem on pastureland, cropland, hayland or forestland may apply for assistance through this program. Applications may be made at the NRCS office in the Russell County USDA Service Center located at 1001-B, 25th Avenue, Phenix City, Alabama, Monday through Friday from 8:00 a.m. until 4:30 p.m. The telephone number is 334-297-6692, extension 3, and the fax number is 334-291-1612.  Contact District Conservationist John Curtis.

The USDA work group has prioritized the resource concerns in Russell County in priority order:

  1. Erosion/Soil Quality
  2. Grazing Land
  3. Forest Health and Wildlife
  4. Water Conservation
  5. Water Quality/Animal Waste

All applications will be ranked using a state wide environmental benefits worksheet and approvals will be given to those applications that will provide the greatest environmental benefits, i. e., those receiving the most environmental points. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be "batched" and ranked as dictated by state batching dates. The first batching cut-off date will be October 26, 2007. Any applications filed later than this date will be considered in the next pool of funding (if additional funds become available). Additional batching dates will be specified if needed.

Eligible practices and practice payment rates are the same in the Alabama NRCS state approved EQIP Practice and Payment Schedule.  Limited resource farmers will be paid at an increased payment rate.

Applicants that sign up for three practices or less will be given a priority of high. In addition to the state-wide restrictions, the following will be limited to the amount shown:

  • Critical Area Planting 25 acres
  • Residue Management (Conservation Tillage) 100 acres
  • Conservation Crop Rotation (sod based) 100 acres
  • Pasture/Hayland Planting 100 acres
  • Tree planting & Forest Site Prep 100 acres
  • Timber Stand Improvement 100 acres
  • Irrigation Water Management 50 acres
  • Prescribed Burning 100 acres
  • Nutrient Management 100 acres
  • Pest Management 100 acres
  • Early Successional and Upland Wildlife Habitat Development/Management 100 acres
  • Fencing will be limited to 2 miles per contract.
  • Water Facilities will be limited to one type per application (either well and troughs or ponds)
