| St. Clair County 2008 EQIP ProgramExecutive SummaryThe USDA-Natural Resources Conservation Service (NRCS) in St. Clair County, Alabama, will hold a signup for the Environmental Quality Incentives Program (EQIP) for the 2008 Fiscal Year. This signup will be held on a continuous basis. Any eligible land user who has a resource concern or problem on pastureland, hayland, forest/wildlife land or cropland may apply for assistance through this program. Applications may be made at the St Clair County District Office located in Suite 108 of the Pell City Courthouse. All applications received will be ranked according to the National 2008 EQIP ranking tool. Approved applications will those that provide the greatest environmental benefits. Contracts will be developed for approved applications in order of descending environmental points, until all funds are obligated. Applications will be batched and ranked. The first batching period for ranking and prioritizing applications will be on October 26, 2007. A second batching, if needed, will be set if additional funds are available. If applicants rank equally on resource concerns, the St. Clair County Soil and Water Conservation District (SWCD) Board will select between tied applications by random drawing. St. Clair County will use the Alabama NRCS state approved EQIP Practice and Payment Schedule. Limited Resource Farmers will be paid at an increased payment rate. Trees, planted under the Forest Health and Wildlife resource concern, are restricted to containerized seedlings and a 9’x12' or wider spacing. This includes both longleaf and loblolly pine seedlings.
